ماهي صحة ولماذا تأسست؟ |

SEHA (health in Arabic) is the corporate identity of the Abu Dhabi Health Services Company (ADHSC) established by Emiri Decree No. 10 published earlier this year. SEHA succeeds the Health Authority of Abu Dhabi (HAAD) as operations manager of the public hospitals and clinics of the Emirate. SEHA is an independent, public joint stock company. It is charged with developing and managing the public hospitals and clinics in the Emirate.
The healthcare sector in Abu Dhabi is undergoing a significant review and transition. Under the leadership and vision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, the Executive Council has established goals to upgrade the healthcare delivery system of Abu Dhabi to world class standards. The government wants to elevate its role through HAAD to that of a regulator whose function is to adopt, monitor and enforce internationally recognized quality standards of its healthcare programs. SEHA as manager has partnered with other international hospital operators who can deliver to the people of Abu Dhabi state of the art systems and standards equal to the best systems in the world. SEHA will oversee these operators as we move from a non-profit, government operational model to one run in the mode of the private sector.

Who should I talk to if I have personal concerns about the changes going on around me? |
|
Your supervisor is your first line of communication. If you are unable to obtain satisfactory information from your supervisor, move up the chain of command. One of our precepts is transparency. We have nothing to hide. We need and want everyone’s support to achieve our group goals. While we can never anticipate all the answers (and other complex issues may mean that we don’t have a clear answer at any given time) if we know the answer, we will tell you. If we don’t, or if the matter is a sensitive business matter which is confidential, we will tell you that, too!

How can I help promote the goals of SEHA? |
|
Celebrate. Be positive. Champion. Do good work. Promote facts, and don’t respond to or spread rumors.
You are a participant in one of the great social welfare programs of the 21st century where by a visionary government is leading its people into a new day of healthcare delivery and laying the groundwork for a vibrant healthcare system that will stand on its own by 2025. It will be a model for other GCC countries to emulate and a shining example to the rest of the Emirates on how vision and will can combine to change the hearts and minds of a people.

Is HAAD going away? |
|
HAAD becomes more prominent in its role as a monitor, regulator and enforcer of international healthcare standards for both the private and public sector. HAAD is no longer involved in direct management of patient care. In practical terms, that eliminates any potential conflict of interest to ensure that the residents of Abu Dhabi have a regulator to champion their interests long term while acquiring the expertise of experienced, internationally recognized hospital operators to serve their patient needs directly.

What is going to happen with the PHCs (Primary Healthcare Clinics)? |
|
The newly formed Ambulatory Healthcare Services unit within SEHA is tasked to “rebrand, reposition and evolve” the existing primary healthcare services into Ambulatory Healthcare Centers. This should reflect the evolving economic conditions as well as socio-cultural and political developments the country is presently experiencing. The proposed improvement in the delivery of healthcare is based on the application of the relevant results of social, biomedical and health services research, public health experience and international standards of healthcare delivery.

How was the structure of SEHA developed? |
|
There has been a thorough, objective examination of our organization and our needs based on the dictates of the Emiri Decree. SEHA engaged Price Waterhouse Coopers (PwC), the world’s largest professional services consulting firm, to develop governance structures and policies and procedures for the SEHA Corporate Office. One of their responsibilities was to propose an organization structure that would be responsive to our operational needs. This was a collaborative effort between key stakeholders and the PwC team.
Development of organizational structure is being performed in three phases:
- Phase I: Establishment of Governance Structure;
- Phase II: Development of Policies & Procedures, and Business Processes;
- Phase III: Vision, Roadmap, Business Plan, Financial Plan, Objectives & KPIs. (Key Performance Indicators)
PwC is here to support, advise and recommend solutions. The Executive Management team recommends and/or approves final solutions and the Board approves all major decisions.
When you read about how SEHA is organized we have adopted a series of terms we use to describe the organization itself. We intend to always use these designations in our communications to be clear in our meanings of its different operating areas.
- “Corporate Office”: refers to SEHA’s headquarter office.
- “Group”: refers to the hospitals, PHCs and other healthcare facilities owned by SEHA.
- “Organization”: refers to both the corporate office and group of healthcare facilities.
